Rather than a full critique of the editorial, I’ll stick to the title.

As you can see, the title says, “Join the trend” and is intended to encourage the Riverside School District to investigate merging with one or more neighboring school districts. I’m not familiar with Riverside, but I agree many school districts are “too small” and believe voluntary consolidation makes sense in many cases.

When you read the editorial, however, you find there is no “trend” and that only two school districts (Center Area and Monaca) are even considering a merger.

Either the person who provided the title didn’t read the editorial, or the Times has a different definition of trend than I. I’ve written before I’d like to see the dictionary used by the Times.
