The editorial is all about a Rube Goldberg scheme to use the “temporary” Johnstown Flood Tax of 1936 on liquor to reimburse municipalities that have tax-exempt organizations.

Why not just have everyone pay his own way?  That’s the fair way.

One last thing.  The editorial fails to note how programs currently funded by the Johnstown Flood Tax will be funded should the Tax-Exempt Property Municipal Assistance Act become law.  The bill itself doesn’t mention this either.  Since the state won’t cut any programs, we have to be talking about tax increases somewhere.  Surprised?
