Poor learners; Editorial; Beaver County Times; July 8, 2008.

Did you wonder why the editorial mentioned the 1973 oil embargo but failed to mention the gas lines and rationing of the late 1970s?  That’s because a Democrat was President during this time.  Of course, we had a Democrat-majority Congress during both periods.  As a reminder, Jimmy Carter’s response to our energy challenges was to tell us to turn down our thermostats, install solar panels on the White House, and push a so-called “windfall profits” tax that discouraged domestic oil production.

In the last two paragraphs, who is the “we” referred to by the editorial?
