The editorial talks about the population decline of Pittsburgh but doesn’t get into why.  It appears the Times solution for increasing Pittsburgh’s population is to merge it with Allegheny County.  Based on a Census Bureau 2007 estimate, the merged entity – not necessarily named Pittsburgh – would have a population of 1,219,210.  Of course, the problem with this approach is that it works once.  You see, the population of Allegheny County is also declining.

FYI, the population of Lucas County, OH, (Toledo’s county) is 441,910.

I believe you’ll find the real reason the Times would like a merger is that it would mean suburban residents would be forced to subsidize the core of Pittsburgh, which is perennially in financial distress.
