The editorial subtitle is “‘No-frills’ college would not be needed if state was better at funding.”

This is another editorial claiming the reason why Pennsylvania college tuition is high is because “the state refuses to give them the financial support they deserve.”  The Times uses the same “logic” for K-12 education and taxpayer-funder, government-run bus systems like BCTA and PAT.

I don’t know where the editorial authors studied economics or where they acquired their life experiences, but increasing the subsidy of a good or service never reduced its price.  Invariably, increasing a subsidy drives prices up.
