Mergers ahead; Editorial; Beaver County Times; March 20, 2009.

The editorial subtitle is “Districts can act now and keep local control or wait for state mandate.”

The editorial asserts, “As the voluntary merger of the Center Area and Monaca school districts shows, they have the power to make their own decisions right now and to determine their own future.  They’ll lose that power and control if they wait too long and the state steps in.”

What exactly leads the Times to believe the state would leave “voluntary” mergers intact?  For example, what guarantee is there the new Central Valley district (Center Area plus Monaca) eventually won’t be forced to merge with adjacent districts like Beaver, Hopewell, Rochester, et cetera?
