For the most part I agree with the editorial.  All I want to address is the following excerpt.

“Dee Patillo said their concern stems from the fact that Plan 12 has a large youth population, and that many of them don’t have anywhere to go after school.  With nothing to do, she said, these children end up on the street in the evenings, which can lead to problems.

“David Wytiaz, the district’s acting superintendent, agreed with the Patillos.  He said the district has plans for expanding its after-school and evening activities.  They’re temporarily on hold, though, until the district completes renovations at its two buildings.”

I believe these comments like “many of them don’t have anywhere to go after school” merely serve to excuse both children and parents.  What after-school activities existed in the 1960s and 1970s (when I believe you’ll find Plan 12 had a much larger “youth population”) that don’t exist today?
