To Pittsburgh bringing city-owned parking lot rates in line with those of privately owned parking lots, the Times says “Ouch.”  This appears to be inconsistent with the recent Times editorial position that PA should raise taxes to a level consistent with other states.  Remember “Doing as others do” and “Observations?”
