Are sports concussions a problem?  Of course, but there is no support for this activity in the Constitution.  Remember, the 10th amendment to the U.S. Constitution says, “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved for the States respectively, or to the people.”

In the meantime, Congress could not find the time to vote on a budget or the extension of current income tax law (“Bush tax cuts”).
