“DIPLOMATIC DILEMMA” fails to note food is fungible, just like money. This means North Korea could give all donated food to those who needed it and yet the privileged could still come out ahead by holding onto more domestic food production to at least partially offset the donated food. This is like donating to Planned Parenthood under the condition none of your donation fund abortions.
