Below is a detailed critique of the subject letter.

“Our system of pre-emptive protection and service has failed. We need to pre-empt our president, who doesn’t know the meaning of the word any more than FEMA knows how to initiate an evacuation plan.

“It is time to act responsibly and bring the Guard home immediately.”

[RWC] If Mr. Panza had taken a minute to do his research, he would have learned evacuation plans and execution are the responsibility of local and state governments, not FEMA. Indeed, New Orleans had a plan; they chose not to implement it.

What does this have to do with the National Guard? 75% of active duty and National Guard troops are assigned to the U.S. Only about 10% are in Iraq.
