Below is a detailed critique of the subject letter.


“Obviously U.S. Rep. Melissa Hart thinks offshore tax havens are OK.

“In 2002, she voted against resolution HR 5005 that would have kept the Department of Homeland Security from awarding contracts to offshore companies.  More than 100 Republicans voted for this resolution.”

[RWC] Mr. Sainovich needs to get his facts straight.  H.R. 5005 was not a resolution.  H.R. 5005 was the Homeland Security Act of 2002.  The bill established the Department of Homeland Security and Ms. Hart voted for this bill.

I found references to a 2004 amendment that would ban awarding contracts to offshore companies.  I don’t know if Ms. Hart voted against the amendment or not, but it would make sense to vote against it.  Why?  Shouldn’t we want to get the best when it comes to national security?  It only makes sense that sometimes the best contractor will be a foreign company.

Let’s look at the tax haven complaint.  What is wrong with a company taking legal advantage of a tax code provision?  Businesses have a fiduciary responsibility to their owners to minimize tax liability within the law.  Every time we take a deduction or an exemption on our income taxes, we are doing exactly the same thing.  The place to address tax havens is in the tax code, not as a political statement on an appropriation bill.
