Below is a detailed critique of the subject letter.

“I don’t understand how we can give (and did give) millions of dollars to foreign countries and we can’t afford lifeguards at lakes at our state parks?”

[RWC] Actually, we give 10’s of billions of dollars to foreign countries annually.  Currently we’re in the area of $40 billion/year.

The easy answer is that one is a federal thing and the other is a state responsibility.  The real answer is probably we’re not charging people enough to use the parks and/or swim.
