As a good liberal, Mr. Torbic favors constraining freedom of speech with respect to the election process. Choosing to whom you give political contributions is political speech and Mr. Torbic wants to constrain that freedom.

Note to Mr. Torbic regarding the use of Air Force One during campaigns: the President’s campaign is required to reimburse the government for the use of Air Force One when it is not used for official government business. If the President could not use AF #1 during a campaign, he would not be able to leave Washington, DC, because no other plane has the communications and security features a President requires. The President is always on duty.
